The SAA-C03 exam guide states that candidates are expected to have at least one year of hands-on experience designing cloud solutions using AWS services. That is a description of the assumed audience, not an eligibility requirement — nobody checks. But it tells you that the questions are written for someone who already has that year. If you do not, the extra hours in the table are simply the cost of acquiring, through study, what the exam assumed you had acquired through work.
Hands-on AWS for a year or more (30-50 hours). Your bottleneck is coverage, not comprehension. Production work rarely touches all four exam domains evenly — most engineers are strong on the services their team runs and blank on the rest. Cost optimization (Savings Plans, S3 storage classes, lifecycle policies) and migration services are the classic blind spots, because you use them once and never again. Go straight to practice questions on day one and let the wrong answers tell you where the holes are.
Infrastructure experience but no AWS (80-120 hours). Networking, storage tiers, and availability design all transfer, so you read the scenarios correctly from the start. What does not transfer is the managed-service boundary: knowing where AWS's responsibility ends and yours begins is the single concept that most changes your answers. IAM is the other one. Roles, trust policies, and the difference between identity-based and resource-based policies have no clean on-premises analogue, and security is the heaviest-weighted domain at 30%.

Already passed CLF-C02 (60-90 hours). Your input phase is largely done; almost the entire budget should go into judgment training. No professional IT experience (150-250 hours). Thirty to forty percent of your hours will go into things that are not AWS at all: TCP/IP and subnetting, DNS, HTTP, public-key basics, and what "availability" and "durability" actually mean. This is not wasted time — without it, an SAA scenario is unparseable. Many candidates in this position find the total is lower if they take CLF-C02 first, because CLF forces a structured pass over the whole service catalogue before the design questions start.

Two notes on reading that table. First, the passing score is 720 out of 1,000, and it is a scaled score — it does not map one-to-one onto raw percentage correct, which is why the target here is 80% raw rather than 72%. If one hour is genuinely your ceiling, use weekdays purely for practice questions and review, then batch three hours on one weekend day for new material. Same total hours, better retention. How should I split time between studying material and doing questions?
For experienced candidates: about 40% input, 50% practice questions, 10% final review. For beginners: about 55% input, 40% practice, 5% final review. Most candidates lean far too heavily on input — watching a video course twice before touching a single question. AWS SAA asks you to choose the one option that fits the constraints when all four would technically work, so unless you train the act of choosing, the knowledge does not convert into points. I already passed CLF-C02. How much more study does SAA need?
Budget 60-90 hours. The service names and roles you learned for CLF carry straight over, so your input load drops sharply. But only the input side shrinks — your practice time should actually increase. CLF-C02 is mostly answerable if you know what a service does, while SAA-C03 asks which service fits the stated constraints.
